On September 14-15, the General Director of Kazakh research Institute of Culture A. Khazbulatov and his Deputy A. Tolesh took part in the II International cultural forum of the Silk way held in Moscow.
The diverse opportunities for mutual usage of national achievements in art, science and education are given to cultural workers, culture experts, community representatives and representatives of business groups and government institutions by this forum.
The first corresponding meeting held at the end of the last year in Astana. China, Russia, Kazakhstan, Tajikistan and Kyrgyzstan’s representatives took part in it. The representation of the Moscow forum considerably extended. 16 countries have been interested in participation of this forum; Azerbaijan, Armenia, Belarus, Tajikistan, Turkey, Germany, India, Iran, Mongolia, Sri Lanka, Pakistan are among them. The politically exposed persons, heads of lead agencies of culture, ministers, and mayors of the cities and representatives of a business community are the participants of the forum. The Deputy Prime Minister of Russia O.Yu. Golodets took part in this forum.
The announcers of a forum are the Special representative of the President of the Russian Federation on the international cultural cooperation Mikhail Shvydkoi and the Secretary general of the Chinese fund of the Silk way Zhang Singlan.
Opening speech to the forum participants was read by the Vice minister of Culture and sport of the Republic of Kazakhstan Marat Azilkhanov on behalf of Prime Minister of the Republic of Kazakhstan K. Masimov.
The main forum’s subject is “Partnership development. Elaboration of cooperative projects in the cultural partnership sphere”. The basic reports at plenary session and discussions in sectorial sections are devoted to the theme of the forum, they are “Museum of the XXI century”, “Libraries cooperation of Eurasian region”, “Usage of the Silk way tourist resources” and others. Functionaries, mayors and representatives of government agencies held a separate meeting. They discussed the principles of cooperation between the authorities and civil society in matters of international cultural exchange.
The result of discussions and meetings is a final document “Moscow consensus” declaring the principles of equality, openness, tendency to development, mutual respect and benefit that are base of different nations’ relationship in humanitarian interaction sphere.
The new interstate non-governmental structure “The organization of cultural cooperation “Eurasia - the Silk way” is destined to become a mechanism allowing realizing the ideas stated at the forum. Its formation is one of the most important results of the Moscow meeting. The founders of the new non-governmental structure are Interstate fund of humanitarian cooperation of the CIS member-states, the Russian Fund of public diplomacy support of A. M. Gorchakov, the Chinese fund of culture and arts of nations, the Chinese fund of the Silk way, the Chinese corporation "Xinao" and Fund of Kazakhstan people’s spiritual development.
The signing ceremony of the formation agreement of the new organization took place within plenary session of a forum. According to founders, the organization has to become the effective working instrument of mutual aid and international cooperation in the sphere of multipartite humanitarian cooperation between the Eurasian countries.
The Moscow forum was accompanied by great cultural program. The exhibition “Our Way to Dream” of young artists from the participating countries of the forum took place in Central House of Artists on Crimean bank. Its champions are rectors of leading Art higher schools from Russia and China; they are the Moscow state academic institute of V. I. Surikov and the China Central academy of fine arts.
Performance of the International symphonic orchestra of the Silk way in the Bolshoi Theater with musicians from 14 countries was the finale of a forum. Sergey Skripka, People’s artist of Russia and the chief conductor of the Russian state orchestra of cinematography, was at the head of orchestra. A concert took place on September 14 at 19.00 o'clock.
